Paper scissors are plainly used for cutting paper and other non-fabric materials. They are less expensive than fabric shears, but they will not last as long since the blades will ultimately become dull and form jagged edges on the fabric. They are, nevertheless, ideal for paper! Using fabric shears on paper quickly dulls the blades, making precision cutting more difficult. That's how fabric shears vary from paper scissors.
