There's no conflict between the individuals of the 2 nations. You will purchase the ticket before you board or on the boat, but there's a chance you'll get missed and not need to pay as it is fairly disorganised really, but don't take it for certain. There are a lot of environmental education together with interpretive and recreation programs given by the park.
